You will need to develop a monitoring plan which outlines your overall approach as well as specific plans for data collection, data storage, data analysis and reporting.
Once you have established a theory of change and set indicators which would tell you whether those change are happening, you will need to outline the methods you will use to monitor progress in a monitoring plan.
Monitoring approaches can generate quantitative data, qualitative data, or better still, a mix of the two. Approaches to monitoring vary in terms of complexity and the level of resources they require. The approaches you select should:
- Enable you to track change against your chosen indicators
- Be proportionate to size of your program – and the time and budget you have available for monitoring.
NOTE: Tracking potential backlash and unintended negative consequences requires qualitative methods which allow space for program participants to raise issues which you may not have considered nor expected.
