What should I include in my monitoring plan?

Checklists

A monitoring plan specifies which data will be collected, when, by whom and how during program implementation. At a minimum, this will enable you to track :

  • Whether the program is being implemented as designed (for example content of activities, quality of facilitation)
  • How various target populations are responding (for example level of participation, understanding, satisfaction with the program)
  • Whether the program is having any unintended positive and negative consequences for participants or non-participants
  • Whether identified risks are realized or changing

A monitoring plan can provide critical information for the following:

  • Actions and adjustments that need to be taken in real time to improve the quality of implementation (for example that you might need to increase training or supervision of staff, change the timing of activities to reach more participants) 
  • Actions that need to be taken to mitigate risks or deal with unintended consequences
  • Learning about how the program is working on the ground and whether interventions need to be changed
